Supply the Settlement
Supply the Settlement is Shiro's Iceveil supply quest. Accept it from Iceveil Guard Shiro, load nine Cooked Bear Meat and 25 Health Elixirs into Gate Stores, then return to Shiro. The quest panel has three checks; filling the stores alone does not complete the final turn-in.

Start with Iceveil Guard Shiro
At the snowy village entrance in Iceveil, speak to Iceveil Guard Shiro and accept Supply the Settlement. Check for the 0/3 quest panel before stocking items.
The panel separates Cooked Bear Meat stocked, Health Elixirs stocked and Return to Shiro. Use it to identify which requirement still blocks completion.
Prepare the two supply stacks
Keep the quest supplies separate from your own healing items. A different recovery item does not fill the Health Elixir objective.

Load Gate Stores and return
If Shiro does not advance the quest, recheck both stocked counters and the active objective. Carrying the supplies in Inventory is different from loading them into Gate Stores.
- Find the Gate Stores interaction near Shiro and choose Load.
- Stock Cooked Bear Meat until the panel reads 9/9.
- Stock Health Elixirs until the panel reads 25/25.
- Return to Shiro and complete the conversation so the third row reaches 1/1.
Continue toward the Firstlight War Fans clue
After the supply quest, Winter Store Rep Lynx can sell a Shovel for the later dig. The War Fans schematic route then continues through Shiori, Dockmaster Sofen, Old Trapper Retsu and Lynx's story dialogue before the snow dig near Doma.
The supply quest is one stage of that route. Completing it does not directly award the schematic or the finished weapon.
