Iceveil Guard Shiro
Iceveil Guard Shiro starts and finishes Supply the Settlement. Speak to him at the snowy village entrance, load nine Cooked Bear Meat and 25 Health Elixirs into nearby Gate Stores, then speak to him again. The final Return to Shiro row is separate from the two stocked-item counters.

Find Shiro and read the three-part quest
Go to the snowy Iceveil village entrance and speak with Iceveil Guard Shiro. Accept Supply the Settlement and inspect its quest panel before gathering supplies. It tracks Cooked Bear Meat stocked, Health Elixirs stocked and Return to Shiro as three checks.
Shiro is the quest giver and turn-in NPC; Gate Stores is the separate loading interaction. Keeping those roles clear prevents a full Inventory from being mistaken for completed stocking.
Prepare the two exact supply types
The quest asks for Health Elixirs specifically. Another healing item will not satisfy that named row.

Load Gate Stores, then return to Shiro
If the quest will not close, inspect which of the three rows is still incomplete. Stocking both item types does not automatically perform the final conversation.
This supply stage leads into the longer Firstlight War Fans schematic hunt; it does not directly award the schematic.
- Use the Gate Stores Load interaction near the village gate.
- Check that Cooked Bear Meat reaches 9/9 and Health Elixirs reaches 25/25 in the quest panel.
- Speak to Shiro again and confirm the Return to Shiro row reaches 1/1.
