Find Sofen at Mistfall Docks

Go to Mistfall Docks or Mistfall Harbor and search the dockside NPCs for Dock Master Sofen. His on-screen nameplate uses that spelling. Read the dialogue option and current objective before leaving the harbor.

Sofen appears in two useful routes. Check which goal is active so you follow the right next step.

Fishing Permit to Basic Fishing Rod

The permit's exact pickup spot and a fixed level requirement are not established across the available guides. Let your active marker and Sofen's current dialogue direct the search. The rod begins the route toward Drowned Lure and the later Legendary Fishing Rod.

1. Talk to Sofen about fishing.
2. Follow the live Fishing Permit quest marker and collect the named permit.
3. Return to Sofen and complete the dialogue.
4. Check Inventory for Basic Fishing Rod before attempting the night-fishing clue.

Use Sofen as the second War Fans clue giver

Read Sofen's current dialogue and objective before leaving the docks. This stage points onward through the NPC chain; the eventual dig gives a schematic, followed by a separate craft.

1. Prepare Shiro's supply stage and a Shovel.
2. Speak to Shiori at Butterfly Estate first.
3. Travel to Sofen at Mistfall Harbor and choose the War Fans story dialogue.
4. Follow the new clue to Old Trapper Retsu, then Winter Store Rep Lynx and the dig near Doma.

If the conversation does not move forward

For fishing, confirm the Fishing Permit is collected and return to Sofen. For War Fans, finish Shiori's conversation first and check the active objective before trying Sofen again.

If a dialogue option seems absent, inspect the quest marker and server's displayed requirements. Avoid assuming the two Sofen routes share an item prerequisite.
