Prepare before visiting Butterfly Estate

Start with Iceveil Guard Shiro's Supply the Settlement stage and obtain a Shovel from Winter Store Rep Lynx. Keep the tool in Inventory for the eventual snow dig. The War Fans route is a conversation and schematic hunt; speaking to Shiori alone does not award the weapon.

Travel to Butterfly Estate and look for Shiori. Read the current quest objective before choosing her dialogue, because the game can present different options depending on your progress.

Follow Shiori's clue in order

This chain leads to the Firstlight War Fans Schematic. Inspect its crafting requirements separately after obtaining the drawing.

1. Speak with Shiori at Butterfly Estate after the preparation stage.
2. Travel to Mistfall Harbor and speak to Dock Master Sofen for the next War Fans clue.
3. Continue to Old Trapper Retsu, then revisit Winter Store Rep Lynx.
4. Ask Lynx about the woman with wrapped hands, then search near Doma's last house and dig the indicated snow with a Shovel.

If Shiori does not advance the hunt

Check that the correct Firstlight War Fans objective is active and finish the preceding supply and Shovel steps. If her story option is absent, follow the live quest marker and return when the dialogue changes. The walkthrough labels this the first NPC conversation but does not identify a universal quest-name prerequisite.

Do not switch to Sofen's Fishing Permit objective while troubleshooting this clue: his fishing and War Fans conversations serve different routes.
